Utility Payments

The Town of Normal offers several ways to pay your utility bill. These options are outlined below.

1.  Make a one-time payment online - no login or password needed. Credit/debit card payments are subject to a $1.99 convenience fee.  

** E-Check is now an available option (with no additional fee!). **

2.  Enroll for E-Z Pay - automatically pay from your bank checking account

No more checks, standing in line or hunting for stamps! E-Z pay is a free service that automatically pays your utility bill directly from your bank checking account.  Customers using this program are subject to standard late or insufficient fund fees.

To enroll,  please complete the Town of Normal E-Z Pay Authorization Form (include a voided check). Continue to pay in your usual manner until a message appears on your bill indicating your bank account will be drafted.  

**If your bill does not indicate bank draft, you will need to continue to make alternative payments, such as one-time payments mailed in, online, or over the phone.  **

It can take multiple cycles (typically one to two) for the autopayment to become active, so please check your bill to see if it indicates bank draft or card.

Once enrolled, you will continue to receive a copy of your bill (either mailed or paperless). A “bank account drafted for” message will appear with the amount and due date on the statement. 

** Please note that automatic payments will not cover any already created (electronic or physically printed) bills and will only cover future bills once you have enrolled.**

To discontinue the service, Email Billing Department or write the Town of Normal a letter, including your account number, and the request will be handled promptly.

3.  Enroll to make automated recurring online payments via your credit card or checking account

Login or sign up for an Online Utility Account

Pay/view your utility bill and review current account information, online anytime (credit/debit card  $1.99 fee will apply each time a card is used).

4.  Send payment via mail

Include your account number and service address directly on the check. Use the return envelope provided with your bill or mail to the lock box at the following address:

5.  Use your bank's bill pay option to send payment via ACH or paper check

6.  Drop your payment into the drop box

Payments (checks or money orders only, no cash please) can be left in the drop box located in the circle drive in front of the Normal Police Station, 100 E. Phoenix Avenue.

7.  Pay In-Person

Cash and check payments are accepted at the Finance Department, Monday - Friday from 8:30 am - 5:00 pm, located at 11 Uptown Circle, 3rd floor.  Use our on-site kiosk for making credit/debit card or e-check payments. Credit and Debit cards are subject to a $1.99 convenience fee.
